EuroWindoor contributes to the implementation framework of the new CPR

Frankfurt, December 2025 – EuroWindoor welcomes the European Commission’s efforts to bring more clarity to the new Construction Products Regulation (CPR) through the draft Standardisation Request, the Delegated Act on Assessment and Verification Systems (AVS) and the upcoming work on the Digital Product Passport (DPP).

However, key challenges remain. The large number of technical and environmental characteristics risks generating excessive Declarations of Performance and Conformity (DoPCs), creating disproportionate administrative burdens — particularly for SMEs. Clear expectations for Notified Bodies are also crucial to avoid bottlenecks under AVS 3 and to ensure a well-functioning single market.

EuroWindoor also highlights several unresolved technical points: essential characteristics should be limited to what is strictly necessary; similar assessment methods should not be split; representative product samples should be used more flexibly; AVS 1 should be restricted to fire characteristics and simplified methods should fall under AVS 4. For the DPP, the sector still lacks practical guidance and warns against unnecessary distribution requirements.
