EuroWindoor position on the evaluation of the Circular Economy Act

Frankfurt, November 2025 – In its response to the Consultations for the upcoming Circular Economy Act (CEA), EuroWindoor supports the overall objectives of improving resource efficiency and facilitating recycling. EuroWindoor underlines that measures must reflect the specific situation of long-lasting construction products, as windows and doors with a service life of more than 50 years are already inherently circular products contributing significantly to energy efficiency and sustainability of buildings.

The European Commission plans to propose the CEA to enhance the EU’s economic security and competitiveness while promoting sustainable production, circular business models and decarbonisation. The Act aims to strengthen the free movement of circular products, secondary raw materials and waste and increase the supply and demand for high-quality recycled materials.

EuroWindoor highlights that established recycling processes exist for materials such as PVC, aluminium, steel and glass, but regulatory and practical barriers still limit their full potential. The CEA should therefore promote realistic, material-specific recycling pathways and take into account challenges such as legacy substances and the availability of high-quality post-consumer materials.

Furthermore, EuroWindoor calls for the simplification and harmonisation of end-of-waste criteria and Extended Producer Responsibility (EPR) schemes across Member States. Measures should remain voluntary and incentive-based, avoid duplication of existing industry systems and ensure proportional administrative requirements for SMEs.

EuroWindoor will continue to support the Commission in shaping a balanced framework that strengthens circularity while preserving product safety, performance and competitiveness in the window, door and façade sector.
