Frankfurt, February 2026 – EuroWindoor has submitted comprehensive comments during the public consultation on the draft Standardisation Request for windows and doors (SReq) under the revised Construction Products Regulation.
Despite more than three years of development and four previous draft versions, critical concerns remain unresolved. EuroWindoor warns that the standardisation work risks failing to deliver the required quality within the set timeframe. Key templates, guidance documents and delegated acts essential for consistent implementation are still missing.
EuroWindoor key concerns
Unrealistic timeline: The June 2029 deadline for the harmonised product standard is highly ambitious as many fundamentals are lacking and numerous supporting standards also need to be revised. EuroWindoor calls for an extension of at least one year.
Overloaded Declaration of Performance and Conformity (DoPC): The draft SReq would require the DoPC to cover around 50 technical characteristics, 19 environmental criteria and 257 individual substances — resulting in approximately 12-page document per window. This is impractical for manufacturers, end-users, legislators and market surveillance authorities.
Disproportionate emission requirements at individual substance level: Treating hazardous substances individually would create an excessive number of characteristics. EuroWindoor advocates for a practical classification system or declaration of aggregated values such as TVOC.
Interference with established classification systems: Proposed changes to well-established classifications like for wind resistance, air permeability, watertightness and manual operating forces would require costly re-evaluation of existing products and risk increasing construction costs.
Missing horizontal solutions: Requirements for interoperability between human-readable and machine-readable formats exceed the capabilities of technical product committees. EuroWindoor urges the Commission to provide cross-sectoral solutions at CEN level.
EuroWindoor remains committed to constructive engagement and calls on the European Commission and Member States to address these outstanding issues to ensure workable, proportionate and timely standards for the European window and door sector.
