EuroWindoor calls for clear and proportionate AVS allocation under revised CPR

Frankfurt, December 2025 – EuroWindoor welcomes the revised Commission’s approach to link assessment and verification systems (AVS) to essential characteristics rather than to intended use of products, as this improves clarity and consistency for windows, roof windows and pedestrian doors.

EuroWindoor stresses that this principle must be applied consistently to avoid overlaps between product categories. If characteristics specific to Natural Smoke and Heat Exhaust Ventilation (NSHEV) will be allocated to costly AVS 1 in the category “components of fire and smoke control products”, the common characteristics should remain within the relevant window, roof window or rooflight related AVS levels.

In addition, EuroWindoor calls for a review of selected AVS allocations. Several characteristics are determined at product delivery, assessed through simplified methods, based on component data or are newly introduced falling traditionally under manufacturer responsibility. For these characteristics, AVS 4 remains a proportionate and risk-based solution.

A targeted review would help ensure a balanced AVS framework aligned with technical realities and avoid unnecessary burdens for manufacturers.
