Frankfurt, March 2026 – EuroWindoor, Glass for Europe, EPPA, European Aluminium and Small Business Standards engaged in a constructive dialogue with DG GROW to advance the implementation of the revised Construction Products Regulation (CPR) for windows and doors.
Industry representatives shared insights on the practical challenges manufacturers encounter with Notified Body involvement under the new Assessment and Verification System (AVS) 3. The associations presented a collaborative proposal for an additional AVS 4+ framework, which would enable manufacturers to utilise verified software tools to determine performance for variable technical essential characteristics – a practice successfully established in the market for over 20 years.
The Commission acknowledged that software tools can support manufacturers in performance calculations and clarified that Member States require Notified Body verification of calculation results for declarations. The associations outlined the operational implications and resource requirements for validating numerous calculations, despite welcomed simplifications regarding reference size, cascading procedures and component value transfer.
Both parties committed to continued cooperation on refining the AVS system in parallel with the ongoing standardisation process. The Commission underscored the importance of involving Member States and Notified Bodies in the further development to ensure a balanced and workable solution.
