European Associations Call on the Commission to Reconsider Surface Temperature Factor Requirement

Brussels, September 2026 – Six European associations have jointly addressed the European Commission with a clear message: the proposed inclusion of the Surface Temperature Factor (fRsi) as an essential product characteristic in the Standardisation Request for doors, windows and related products is technically flawed and risks undermining both regulatory coherence and the interests of manufacturers across Europe.

The signatory organisations — CEI-Bois, European Aluminium, EuroLux, EuroWindoor, EPPA and Small Business Standards (SBS) — share the view that condensation and mould risks in buildings depend on a wide range of building-, installation- and climate-related factors that are beyond the control of product manufacturers. Addressing these risks through a product declaration cannot deliver the regulatory objective and may produce unintended consequences for energy performance and product design.

The associations call on the Commission to address this matter through installation and application rules rather than product characteristics, and to maintain a clear distinction between what a product can meaningfully demonstrate and what must be resolved at building level.
