EuroWindoor proposes targeted changes to CWT regulation for reaction to fire class A1 of glass products

Frankfurt, August 2026 – EuroWindoor has submitted feedback on the European Commission’s draft delegated regulation on the conditions of “Classification Without Testing” (CWT) for reaction to fire class A1 (non-combustible) for certain glass products. While EuroWindoor supports the objective of providing a clear and harmonised framework, the organisation highlights a technical inconsistency affecting glass products and suggests an adjustment to the organic content criteria, making it more robust for such products.

The feedback points out that laminated glass with polymer interlayers such as PVB or EVA contains an organic layer other than glue and therefore falls outside the intended scope of the CWT decision. At the same time, some Member States (for example Germany) require A1 or A2 materials in external walls, while also mandating laminated safety glass – a situation currently managed pragmatically by national regulators. To ensure legal certainty and consistent interpretation across Member States, EuroWindoor recommends refining the threshold for allowed organic content by basing it on the physically more relevant organic mass per unit area instead of a simple thickness ratio, and by aligning the treatment of thin organic constituents in glass with the EN 13501-1 concept of “non‑substantial components, without opening the CWT route to laminated glass with functional polymer interlayers.

EuroWindoor believes that these targeted clarifications would keep the delegated act firmly grounded in available technical evidence on glass products, while providing regulators and market operators with a robust and practicable basis for fire-safety decisions.
