Frankfurt, April 2026 –mission’s consultation on revising Regulation (EU) 1025/2012. This marks a continued engagement following EuroWindoor’s 2023 feedback on the same topic.
In contrast to the previous consultation in 2023, this Impact Assessment study specifically evaluates concrete reform options: digitalisation through Online Standard Development (OSD), legal deadlines for ESOs, alternative delivery mechanisms when harmonised standards cannot be delivered in time, and measures to strengthen the EU’s global role in standardisation. The consultation also assessed cost implications for industry of the proposed reform measures.
EuroWindoor emphasised that frequent changes to guidance and templates delay the process. Sufficient time must be provided for committees to develop standards by consensus at a high technical level. Time savings should come from formal steps such as translation and voting – not from technical work.
While supporting digitalisation, EuroWindoor raised concerns about OSD implementation in large committees, where late changes create coordination difficulties and affect collaboration quality.
Delays in delivering harmonised standards often stem from factors beyond ESO control: unrealistic timelines, missing guidance and insufficient Member State involvement during development. Early engagement by all stakeholders prevents misdevelopment and saves time.
EuroWindoor encourages the Commission to prioritise stable frameworks and structured early involvement of all stakeholders.
