Brussels, February 2026 – EuroWindoor, European Aluminium, EPPA, Glass for Europe and Small Business Standards (SBS) have jointly submitted a proposal for the introduction of a new Assessment and Verification System (AVS 4+) under the revised Construction Products Regulation (EU) 2024/3110.
The joint proposal aims to enable manufacturers to use verified software tools to determine the performance for variable technical essential characteristics of products. Under the proposed AVS 4+, a Notified Body would verify the relevant input data and validate the software tool, while the manufacturer would assess product performance using this verified digital process within factory production control.
The proposed system could be introduced by the European Commission through a delegated act according to Article 10 (4). Compared to AVS 3, the new AVS 4+ is intended to better reflect the reality of custom-made and project-specific products, where certain essential characteristics frequently vary and can be reliably determined through calculation methods.
The co-signers underline that the use of software tools is already common practice in the window and door sector, supported by established calculation methods and standards. A software-based assessment, verified by a Notified Body, ensures robust and traceable performance declarations while avoiding unnecessary administrative burden.
AVS 4+ would provide clear advantages in terms of efficiency, consistency and scalability, reduce pressure on Notified Body capacities, and significantly support SMEs and craft-based manufacturers. At the same time, it aligns with the EU’s broader objectives on digitalisation, automation and the effective use of the Digital Product Passport.
Through this joint proposal, the organisations call for a proportionate and future-oriented implementation of the CPR, ensuring high regulatory confidence while enabling digital, practical and economically viable solutions for the windows and doors sector.
